{"id":903,"date":"2025-01-09T11:22:08","date_gmt":"2025-01-09T11:22:08","guid":{"rendered":"https:\/\/www.tollertonvillage.org.uk\/?p=903"},"modified":"2025-02-04T12:11:52","modified_gmt":"2025-02-04T12:11:52","slug":"question-jan-9th","status":"publish","type":"post","link":"https:\/\/www.tollertonvillage.org.uk\/?p=903","title":{"rendered":"Question: Jan 9th"},"content":{"rendered":"\n<p>While helping to clear up some flood damage yesterday, the following question was heard: &#8220;What does the parish council say about flooding in the neighbourhood plan they published recently?&#8221;<\/p>\n\n\n\n<p>We thought this was a very good question so we downloaded a copy of the neighbourhood plan the parish council put together and published four months ago. Here&#8217;s what it says about flooding:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>New major development should ensure the following matters are considered:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Incorporating sustainable drainage systems and green spaces to promote biodiversity and alleviate flooding<\/li>\n<\/ul>\n<\/blockquote>\n\n\n\n<p>What nonsense is this?<\/p>\n\n\n\n<p>Let&#8217;s examine that wording for a moment.<\/p>\n\n\n\n<p>For a start, the use of the word &#8216;should&#8217; means whatever follows is non-binding and therefore meaningless. The word &#8216;must&#8217; has impact and commits to an action. The word &#8216;should&#8217; is advisory and commits to no action at all.<\/p>\n\n\n\n<p>But the neighbourhood plan seems to believe that it&#8217;s up to a <strong>developer<\/strong> to maybe perhaps think about mulling over whether or not they might like to consider possibly doing something &#8211; or not &#8211; about the flooding <strong>which is occurring <em>now<\/em> and which has been occurring for years.<\/strong><\/p>\n\n\n\n<p>There is nothing in the parish council&#8217;s neighbourhood plan &#8211; nothing &#8211; about taking remedial action with regard to the worsening flooding the village is enduring.<\/p>\n\n\n\n<p>This is a wonderful example of defective thinking from a parish council that seems bent on portraying itself as a bunch of incompetent buffoons devoid of clear-headed, critical thinking.<\/p>\n\n\n\n<p>Where&#8217;s the accountability?
